Elaine Hays is a Certified Financial Planner, author, proud mother and wife, and a committed conservative running for Congress in the Republican primary, Texas CD13. She is running to return America to sound fiscal and economic policies.


Elaine will go to Congress to fight debt and reckless economic policies that are undermining the incentive to work and slowly destroying the economy. Hays supports term limits for office holders and reforming congressional pensions to be more in line with the private sector. She will also work to ensure that elected officials are not exempt from the laws they pass.


Hard work and responsibility were fostered in Elaine from an early age and she will take those values with her to Congress. Reared in Bridgeport (in the eastern part of the district), Elaine spent many weekends working cattle in South Texas on her grandparents’ ranch. There she learned how to brand cattle, ride horses and developed a love of the land.

In addition to graduating third in her high school class, Elaine was a talented athlete. She was a member of the basketball, cheerleading and tennis teams, ran track and participated in 4H and band. Elaine turned down scholarships to run track at Baylor University and Texas Tech University, instead walking on as a basketball player at Texas Christian University and becoming a member of the Horned Frog cheerleader squad her last two years. Upon graduating with a BBA in Marketing, Hays went to work for E.F. Hutton in Fort Worth as a stockbroker. After two years, she studied to become licensed as a Certified Financial Planner. Elaine also earned a Master of Science in Finance and Economics from West Texas A&M, as well as 51 doctoral hours in Economics at Texas Tech University.


Elaine has been a resident of Amarillo since 1985. Elaine and her husband own their financial planning practice and together they equip individuals with the insight and skills needed to attain stability for a lifetime. She has co-authored two books, “When God We Trust” and “Avoiding the Top Ten Money Mistakes.” She is also the developer of seminar curriculum for The ABC’s of Financial Parenting and 10-4-20 (Ten Money Musts for Twenty-somethings).


Elaine gives back to the community through her volunteer service as a board member at Mission 2540 and membership at Messiah’s House.  She is a former board president, vice-president and treasurer of the CareNet Crisis Pregnancy Centers of Amarillo, precinct chair and state convention delegate for the Republican party of Texas.  She is a current member of the Financial Planning Association and Amarillo Republican Women. Elaine is a proud supporter of the 2nd Amendment and has her concealed carry license.


Elaine has been married to Amarillo native Tracy Hays for 28 years. They have four children: Taylor, Rachel, Ryan and Caleb, and son-in-law Joshua.
